Only two key campaigners allowed to use helicopters under election code of conduct

KATHMANDU, Dec 28:  The Election Commission (EC) has approved the Code of Conduct for the House of Representatives (HoR) election scheduled for March 5.



The code includes clear provisions on the type and number of vehicles political parties and candidates are allowed to use during election campaigning.


According to the code, political parties wishing to use helicopters for campaign purposes must submit the names of two main campaigners to the EC in advance. Only those approved individuals will be permitted to use helicopter services for election-related activities.

The EC has also stated that helicopter use must remain within the campaign expenditure ceiling determined under the proportional representation system.


The code further limits the number of vehicles a candidate may use during campaigning. A candidate may use no more than two vehicles for campaign purposes, subject to approval from the election officer. These may include two-, three-, or four-wheeled vehicles powered by electric or mechanical engines. In areas where vehicles cannot operate, up to four horses may be used instead.


Additionally, the use of foreign-registered vehicles is strictly prohibited for election campaigning by political parties, candidates, or their supporters.


The code also states that a vehicle approved in the name of one party or candidate cannot be used by another party or candidate.


The Election Commission approved the Code of Conduct during its meeting on Saturday, ahead of the upcoming parliamentary elections.
