Obey special committee: Dahal to PLA

CHITWAN, Sept 18: Chairman of the Unified Communist Party of Nepal (Maoist) Pushpa Kamal Dahal has directed the Maoist combatants to obey decisions that the Special Committee for Supervision, Integration and Rehabilitation of Maoist combatants would take. [break]



Dahal was of the view that the combatants should abide by such decisions as the issue of their supervision, integration and rehabilitation lies at the center of the ongoing peace process.

Dahal´s directions came during an orientation function for the Maoist commanders from all seven cantonments at the Shaktikhor Cantonments on Friday. Altogether 1,050 Maoist PLA commanders took part in the orientation.



Secretary of the PLA third division Janak Bista said that Dahal directed the attending commanders to be committed to issues related to army integration.



During the orientation, Dahal informed the commanders about the process of discharging and rehabilitating the disqualified combatants.



"We have been ordered not to create any obstruction in army integration and rehabilitation as such decision will be taken by the Special Committee," Udaya Chalaune, vice commander of the PLA third division.



Dahal´s direction to the combatants has come at a time when the government is working to release 4,008 disqualified combatants most likely after Dashain and the Special Committee is working to bring the combatants under its command.







The discharge of the disqualified combatants comprising minors and late recruits is one of the key issues pertaining to the ongoing peace process.



The orientation delved more into rehabilitation of the disqualified combatants. Maoist leaders Dahal, Dr Baburam Bhattarai and Narayan Kaji Shrestha solicited suggestions from the combatants regarding rehabilitation of the disqualified combatants.



The combatants said the party leadership should make sure that their colleagues do not face displacement under the pretext of rehabilitation. They also said the Maoist party should first try to understand what the disqualified combatants want before the special committee takes up the rehabilitation issue.



A source at the PLA third division said that both the views of the party and the combatants on the discharge issue were discussed in length during the orientation function.







During the orientation, Dahal assured the combatants that the army integration would be concluded soon as the efforts were under way to take the peace process to a logical conclusion, according Amrit Acharya, brigadier of the third division.



The commanders questioned Dahal and other Maoist leaders about the delay in army integration.



Dahal and the commanders also discussed new strategies in the context of the ongoing efforts to bring the combatants under the command of the special committee.



Altogether 19,602 combatants are staying in seven main cantonments and 21 satellite cantonments monitored by the United Nations Mission in Nepal (UNMIN). Management of these ex-rebels lies at the center of the ongoing peace process.



´NC, UML to blame for instability´



Meanwhile, Dahal, addressing a mass gathering in Chitwan, held Nepali Congress (NC) and Communist Party of Nepal (Unified Marxist Leninist) responsible for the political instability in the country.







"If NC and UML do not mend ways, they will meet the fate of Gyanendra," said Dahal addressing the mass gathering marking the conclusion of the party´s first phase of movement for "civilian supremacy."



Dahal also announced that his party would launch a second phase of "decisive movement" after the Dashain festival.
