KATHMANDU, Sept 16: National Sports Council (NSC) Member Secretary Keshab Kumar Bista on Wednesday pointed out 17 mistakes of his predecessor Yubaraj Lama during a program organized to unveil white paper (Swet Patra) of the last four years for the first time in the history of the sports governing body.Organizing a press conference on the NSC premises on Wednesday, Bista pointed out that Lama formed various departments without getting approval from the Ministry of Youth and Sports (MoYS), appointed unnecessary employees at the NSC without open competitions and announcing vacancies.
All together 111 persons were appointed at the NSC during the four-year tenure of Lama, who served as the NSC member secretary from June 10, 2011 to June 12, 2015, Bista revealed.
Before the end of his four-year tenure, Lama in his self assessment had claimed that he deserved 75% marks for his works. But, Bista who was appointed as the NSC member secretary on June 26, denied to give any marks to Lama and left it to the media persons to decide.
Former member secretary Lama was nominated at the NSC from UCPN- Maoist quota while Bista got the opportunity from CPN-UML quota.
As per the white paper, employees that got recruited on contract basis were provided extra allowances and facilities.
Lama has been accused of misusing authority while forming evaluation committee, setting up similar nature of separate sports associations, appointing 18 employees at the NSC and forming other sports bodies like the School Sports Development Committee.
The white paper also mentions positive works done by Lama. Some of the progressive steps among the 14 points mentioned in the white paper are the initiative on development and construction of sports infrastructure, provision of lifting taxes on properties, including land and houses of district sports development committee and regional sports development committees. Organizing the Sixth National Games, running players' welfare fund, recommendation for prizes for players, focusing on sports activities in schools and colleges are also the positive aspects of Lama, according to the white paper that also revealed that more than Rs 1.3 million was spent on court cases of the NSC.
Similarly, it has been revealed that the NSC made an income of Rs 68.2 million during the four-year tenure of Lama. However, an amount of Rs 534.8 million is yet to be settled.
"We will take actions for the unsettled account," said Bista, who also claimed that he will not commit as many mistakes as that of Lama.
"I am here to bring drastic changes in Nepali sports and I will not do any wrongdoings," claimed Bista.
