NRB employees' unions call off strike

KATHMANDU, April 15: Two agitating trade unions of Nepal Rastra Bank (NRB) on Friday withdrew their strike after the central bank committed to fulfill most of their demands, including hike in salary in line with inflation within three months.



Following the development, NRB Governor Dr Yuba Raj Khatiwada and the two deputy governors resumed office on Friday. The strike had forced them to carry out their works during off hours for the last three weeks. [break]



“We withdrew the strike after the negotiation team led by board member Shambhu Sharan Kayastha on late Wednesday agreed to unveil institutional development plan, as we demanded, within three months,” said Sanjaya Mishra, president of the NRB chapter of Nepal Financial Institution Employees Association (NFIEA).



The NRB chapter of NFIEA, which is affiliated to Nepali Congress, had forwarded a 50-point charter of demands to the management, urging the management to modernize the central bank´s infrastructure, lay down a clear career development plans for staff members and hike salary perks in line with inflation.



Financial Employees National Organization (FENO) -- the other agitating trade union which is affiliated to UCPN (Maoist) -- too had submitted 37-point demand, urging management to make staff members working on contract basis permanent, hike salary, and assure growth and capacity building of staff members, among others.



Under the understanding reached between the employees and the management, the central bank has agreed to address the policy-related demands of trade unions by expediting consultation and studies through different taskforces.



“Taskforces will be formed soon and they will make recommendations on our demands like amendment of Inspection/Supervision Bylaw and formulation of international guidelines to standardize actions to be taken against banks and financial institutions, among others,” Tirtha Raj Silwal, president of FENO, told Republica.



As for FENO´s demand on permanently appointing staff members working on contract basis, Silwal said a taskforce that will work on the amendment of Employees Bylaw will address it.



Likewise, the management has agreed to come up with a definitive plan on constructing new buildings in Thapathali, installation of modern amenities in the central bank and modernization of other infrastructure within three months.



The central bank has also agreed to promote the staff members in accordance with NRB Employees Bylaw by May 8 and also revise perks and facilities to the staff members within this fiscal year.



The management also agreed to the trade unions demand of forming a permanent mechanism for reviewing perks and facilities of staff in every two years.



“The management has committed to revise salary and benefits for this year and set up mechanism for revision of salary and benefits in every two years before the end of the current fiscal year,” said Silwal.
