He also claimed that constitutional president elected by parliament and executive prime ministerial system would be the best governance system for Nepal. [break]
Koirala argued that no one should take parliamentary system as obsolete system as this is the governance system best-suited for Nepal.
“Nepali Congress will move ahead as per the wishes and aspirations of the people,” he said. “We won´t budge from our stance of parliamentary system. This is the wish of Nepali people.”

Addressing the inaugural session of the 21st General Convention of Nepal Cancer Relief Society in the district headquarters Waling, Koirala assured that new constitution will be drafted within the stipulated deadline of May 28.
“New constitution will be drafted within the stipulated time as Nepali Congress has already moved ahead in that direction,” he further said.
Koirala said that NC is ready even to launch protest if the Maoists posed hindrance to promulgation of new constitution on time.
On the occasion, Koirala also warned of fresh protests if the Maoists failed to abide by the past agreements on returning seized property, dismantling paramilitary structures of the Young Communist League and handing over all weapons to the government.
