The main features of the new constitution would be federalism, republicanism, secularism, and inclusive democracy, he said, adding that his party was for making three federal states on the basis of geography.
Minister Jha expressed his serious concern over his party not being included in the United Democratic Madhesi Forum and said this may disrupt the unity among the Madhes based parties.
