The party´s panel on constitution writing headed by the party´s vice president Ram Chandra Paudel tabled the proposal at the central working committee meeting on Sunday for discussion.[break]
According to NC leader Narhari Acharya, who is also a member of the panel, the panel has proposed two federal units in the Tarai, four in the Hill region and one in Kathmandu Valley on the basis of identity and economic viability.
However, the panel has not named the proposed federal units. “We have proposed two options for naming the federal units -- finalize the names after resolving the contentious issue of state restructuring or allow the provincial legislatures to name their respective territories,” said Acharya.
Acharya claimed the proposed federal units would be more sustainable than the 14 states proposed by the Constitutional Committee (CC). “The states proposed by the Constitutional Committee would be dependent on the center and would not be feasible from the administrative point of view,” added Acharya.
He said the proposed federal units would have a mixed identity and that it is not possible to form federal units having a single identity.
NC has already registered a note of dissent on the CC proposal. It had proposed six federal states in the CC.
NC central leaders will put forward their views on the paper on Monday as well.
