Acharya floated the idea at a meeting of party´s lawmakers and CWC members in Singhdurbar Saturday. "Need for emotional unity of the federal Nepal and action-oriented governance has provided practical and theoretical ground to this concept," Acharya stated in a paper presented at the meeting.
The prime minister needs 50 percent plus one votes to be elected to the post and will be relieved from the posts through impeachment, according to Acharya´s concept paper.
Acharya has suggested for an election model for the president that would practically represent the pluralist composition of Nepal. "The president´s position must remain as an alternative center for national support and faith," Acharya said in his 32-page concept paper.
He suggested that the president should be elected by the provincial and federal legislatures.
Acharya has suggested for a two-tier legislature. The central legislature will be bicameral and the provincial will be unicameral in nature.
