KATHMANDU, Jan 27: The Nepali Congress (NC) has issued a strict five-point circular to its party committees on the proper use of the national flag, following a warning from the Ministry of Home Affairs (MoHA) that improper use could attract penalties.
Vice President Bishwa Prakash Sharma sent the circular on Monday to all party bodies, including provincial and district committees, as well as constituency-level committees of the House of Representatives and Provincial Assembly.

The circular limits election campaign displays to a maximum of 10 national flags and stresses that the flag must always be hoisted respectfully above an individual’s head.
Candidates and campaigners have been explicitly instructed not to drape the national flag over their body, shoulders, waist, or neck, warning that such acts violate both the election code of conduct and national dignity.
The party also emphasized that flag lowering is reserved for mourning, and wherever displayed—at event venues, campaign offices, or on vehicles—the national flag must always be hoisted above the party flag or election symbol.
