KATHMANDU, Aug 30: Nepali Congress (NC) Central Working Committee (CWC) meeting that resumed on Thursday to forge the party´s stance on resolving current political deadlock remained divided over whether to revive the Constituent Assembly (CA) or go for fresh elections.

While some leaders rooted for CA revival after settling contentious issues of the new statute, leaders arguing for fresh election were themselves divided on parliamentary and CA election. [break]

Addressing the CWC meeting, CWC member Bimalendra Nidhi argued that the party should go for CA election if there was no consensus on contentious issues. “It is so much the better if there was consensus among parties to promulgate the new statute through a revived CA. In case that does not happen, our party should go for a fresh CA election,” Nidhi further said.

Vice President Ram Chandra Paudel and Nidhi argued that reinstatement of CA was a must for making any amendment to the constitution even if the parties chose to go for fresh election.

Arguing that there were slim chances to arrive at a consensus on the key issues of federalism, CWC members Arjun Narasingh and Bal Bahadur KC said that the party should go for fresh parliamentary election instead of dabbling over the revival of the CA.

Meanwhile, CWC members Narahari Acharya and Arjun Narasingh KC have presented separate proposals in the CWC meeting for resolving the deadlock for discussion.

While arguing that there was no alternative to fresh elections to resolve the deadlock, Acharya argued that the party should take initiatives to form new government for holding election.

“The president should form the government under the leadership of the party that garners the support of the majority of lawmakers in the dissolved parliament. If that does not happen, there should be a non-party government led by former Supreme Court justice to hold an election,” Acharya said at the meeting.

His proposal, however, was rejected outright by Paudel and Nidhi. The duo argued that it would be against the party system to form a non-party government and that the party should not accept such a proposal. Most leaders speaking in the meeting had raised the issue of party unity to take leading role in the national politics.

The meeting has given the party´s office bearers the responsibility to fix a new date for holding Mahasamiti meeting as some leaders argued that it was not possible to hold the meeting scheduled for October 10-13 in Janakpur.
