NC central committee dissolves 4 sister wings

KATHMANDU, Sept 21: The central working committee (CWC) of the Nepali Congress late Tuesday night dissolved the central executive committees of four sister organizations through a voting boycotted by Sher Bahadur Deuba faction, creating a wide rift in the party that was unified in 2007.



The CWC resorted to voting to dissolve Nepal Tarun Dal, Nepal Mahila Sangh, Nepal Adibasi Janajati Sangh and Prajatantra Senani Sangh after leaders failed to work out a compromise.[break]



“The CWC dissolved the four sister organizations whose term had long expired and decided to form committees to make preparations for their general conventions within six months,” NC General Secretary Prakash Man Singh told Republica.



But the Deuba faction said the decision was undemocratic.



“It is an authoritarian decision. It has ended the politics of consensus and unity in the party,” said Bimalendra Nidhi, who is close to Deuba.



The dissolution of the four sister organizations led by leaders close to Deuba became a bone of contention after Singh registered a proposal for dissolution of the sister wings on September 8, accusing them of not being functional.



But the Deuba faction protested the proposal, arguing that the “elected” working committees of the sister organizations should not be dissolved. It further argued that the party wings in question should be allowed to conduct their respective conventions. But the establishment faction argued that the incumbent working committees of the wings are not capable of conducting general conventions.



Leaders like Arjun Narsingh KC, Narahari Acharya, Pradip Giri, Gagan Thapa and Chandra Bhandari had continued to find a middle way acceptable to the party establishment and the Deuba faction till 10:30 pm. They had sought the postponement of the meeting till Wednesday afternoon so as to have enough time to work out a compromise, according to Thapa.



A majority of the CWC members were supportive of the proposal.







At the meeting, the leaders had proposed to retain the incumbent executive committees of the sister organizations in question without authorizing them to hold their general conventions.



They were of the view a separate mechanism should be formed to conduct the conventions. Even Vice-chairman Ram Chandra Paudel, who is close to Koirala, had supported the proposal. And discussions were headed for compromises. But the meeting took a sudden turn after party President Sushil Koirala remained adamant on dissolving the wings.



“Party president told the meeting that much time had already been spent in discussing the dissolution and efforts to reach a compromise had failed. He did not want to protract the issue any longer,” Singh said.



Asked about the faction´s future strategy, Nidhi said, “We are meeting at the residence of Sher Bahadur Deuba Wednesday morning to chalk out our future strategies.”
