According to sources involved in revising the mandate that will become effective after June 9 once the cabinet endorses it, the UN rights body would be allowed to visit only certain places. [break]
At present, the UN rights body enjoys unrestricted access to monitor human rights and investigate rights abuses, as per its agreement with the government signed in 2005.
A group of officials, including from the Ministry of Foreign Affairs, is currently working to revise the scope of mandate for the OHCHR-N, which has been in Nepal since 2005.
The group also consulted the Nepali mission in Geneva over this provision. The mission has agreed to curtailing the movements of the rights body, said a member of the group.
The current mandate of the UN rights body is expiring on June 9 but the government has remained undecided over an extension. The international community and OHCHR-N have sought a term extension of two years but the government is thinking in terms of six months to one year.
