KATHMANDU, Sept 15: The Ministry of General Administration (MoGA) is preparing to verify whether the civil servants, who have voluntarily tendered resignation citing personal and family reasons, hold foreign PR or DV.
The move by MoGA comes in the wake of increasing trend of civil servants tendering resignation without revealing if they hold foreign PR or DV after parliament had approved the fourth amendment to the Civil Service Act, barring government employees from holding DV or PR permit from a foreign country.
Subsequently, MoGa on July 12 had given a 60-day deadline for civil servants to declare if they hold DV or permanent residency in foreign countries and choose either their job or foreign residency.

“But amazingly enough, majority of civil servants, who have voluntarily resigned from the job since July 12, have cited family reasons and are silent if they hold foreign PR or DV. It has made the ministry doubtful. So, the ministry is planning to verify if they hold any foreign residency permit,” Bishu Hari Upadhyaya, under-secretary at the Ministry of General Administration. Records at the Civil Servants Records Office shows that 148 civil servants have tendered resignation in the last two months and majority of them have cited family reasons for their resignation.
Officials at the MoGA said that large number of civil servants recently resigned from their posts citing family or personal reasons as disclosing the possession of DV/PR may disqualify them from getting other perks and facilities benefits. Likewise, they are also eligible for holding any public post in the future.
“We are making preparations to verify the status of the civil servants through embassies of the United States of America, Canada, Australia and other European countries,” said Upadhyaya. He also said that the ministry will also verify the statuts of civil servants who have been abroad for study but have been constantly extending their leave even after completion of their study.
Another top official at the MoGA said that the ministry is preparing to verify status of the civil servants as the ministry wanted to be clear about their status and to ensure that facilities meant for genuine employees do not go to those who have lied to the government and are working in a foreign country. The offiical did not want to be named as the official was not authorized to speak to the media.
Rup Narayan Bhattarai, spokesperson of MoGA, said that the ministry will also now investigate those civil servants who have not resigned but complaints have been lodged against them alleging them of holding DV/PR.
