Maoist cadres have started to collect data of those involved in human rights violations, including murders and disappearances in all the 75 districts. The party also directed its cadres not to file cases against security personnel, saying they had just “followed orders from the higher-ups”. [break]
The cadres have been directed to file cases against Nepali Congress and CPN-UML leaders who were in security committee during the insurgency. This would include high-ranking government officials and the chief district officers.
Similarly, they also will file cases against former prime ministers and home ministers, who were in office prior to the signing of the Comprehensive Peace Accord (CPA). Around 15,000 people were killed, more than 1,000 disappeared and thousands tortured and jailed during the insurgency.
"The party has directed cadres to investigate and file cases against perpetrators of human rights violations from both the sides," a Maoist leader told Republica.
According to Maoist leaders, NC and UML leaders have been trying to politically settle the cases prior to forming the Truth and Reconciliation Commission.
The issue has brought together both the UCPN (Maoist) and CPN-Maoist.
No one will come clean: PM
Prime Minister Baburam Bhattarai has said that it won´t be in the interest of anyone, including the Nepali Congress and the CPN-UML, to bring up the issue of human rights violations perpetrated during the conflict.
Bhattarai argued that the ongoing peace process would derail and virtually no one would be blamed if the issues of human right violations were raised in the manner akin to that of journalist Dekendra Thapa.
“If investigations are conducted not even the Nepali Congress (NC) and CPN-UML would come clean,” said Bhattarai addressing an interaction organized by Revolutionary Journalists Association, Lalitpur, on Saturday.
The prime minister said cases like Dekendra´s should be addressed through the formation of Truth and Reconciliation Commission (TRC). While reiterating the government´s commitment to addressing cases of human rights violations during the conflict, he said cases of human rights violations during the conflict should be dealt by TRC.
