GULMI, April 7: Unified CPN (Maoist) vice chairman Dr. Babu Ram Bhattarai said the government that has two third majority could not draft the constitution.

Speaking at a press meet organised by the Federation of Nepali Journalists (FNJ), Gulmi in the district headquarters Tamghas on Wednesday, Dr. Bhattarai said that the new constitution could not be issued within the given timeframe unless a new Maoist-led government was formed.[break]

Only the national unity government to be formed under the leadership of Maoist, the single largest party in the CA, could draft the constitution on time and lead the peace process to its logical end, he claimed.

Responding to a query of journalists about Maoist’s view towards India, he said communists never stand against the national interests, but relations with India would be harmonious only if encroachment of Nepali territory by the Indian side was stopped and unequal treaties and agreements related trade and economy were scrapped.

Earlier on the day, in Myagdi, Maoist Standing Committee member Amik Sherchan said that the government formed with 301 votes in the parliament would be meaningless.

Speaking at a press meet organized by the Revolutionary Journalists’ Association at Beni, Sherchan said it would not be a problem for the Maoist to form a majority government.[break] But since two-third majority is required to promulgate the Constitution, a majority government was meaningless, he added.

As the CA committees have already developed a draft, the Constitution can be promulgated within two weeks provided there is will power among the political parties for the same, the Maoist leader said.

He also urged the present government to step down in order to pave the path for the new Constitution and concluding the ongoing peace process.

Meanwhile, Minister for Health Umakanta Chaudhary said that since the Maoist-led government had already failed, the people would no longer trust a government under leadership of the party.

Talking to reporters at Sauraha of Chitawan Wednesday morning, Minister Chaudhary said the major agenda of the moment was drafting the Constitution and the Maoists are to be blamed if the Constitution does not come out on May 28.

Reacting to statements made by Maoists leaders on Tuesday, the Health Minister said it was just an ill-effort to try to fulfill their wishes, but it would not be successful.
