Int'l conference on better governance kicks off

KATHMANDU, June 29: A two-day international conference on “In Search of Better Governance: Challenges and Prospects” organised by the Central Department of Public Administration of TU and the Department of Administration and Organisation Theory, University of Bergen, Norway has started.



The conference attended by around 150 experts of politics, public administration, economics and anthropology is expected to play an important role in identifying policies, strategies and programs related to politics, economy, social principles and practical sides to make good governance effective in the coming days.[break]



Issues such as local governance, globalisation, central government, central political rights, democracy and governance, organisational structure, human rights, peace, civil society, management of corporations, public participation in governance that affect administration and governance management will be discussed in the gathering.



According to the organisers, discussions on capacity enhancement, corruption, millennium development goals, increasing service demand, ecological change and urbanisation will be held and experiences will be exchanged.



Inaugurating the conference, Speaker Subash Nembang said, “Being the Chairman of the Constituent Assembly, I am doing my duty to facilitate the drafting of an inclusive and democratic constitution that would open the prospects for better governance in Nepal”.



Most of the developing countries today have been facing governance problems of varying degree which have direct or indirect impacts on the delivery of public service, maintenance of law and order, he said.



“The South Asia region is rapidly growing. It has demonstrated several good improvements in the governance system. However, it needs to improve a lot to meet the developed countries’ level. All the South Asian counties have been seriously applying good measures of governance reforms and have been achieving success to a varying scale.” “Therefore, I believe that this forum will a platform to discuss various facets of governance and the related issues.”



Speaking on inaugural occasion, Rector of TU Prof. Dr. Suryalal Amatya said bureaucracy and politics have been weakening in South Asia because of lack of governance and expressed hope that the conference will come up with constructive suggestions.



Chief of TU’s Central Department of Public Administration Prof. Dr. Shree Krishna Shrestha said rules, law, behavior and culture were equally important for better governance.



Prof. Ishtiaq Jamil of University of Bergen said the South Asian region has been at the bottom of the human development index because of lack of good governance.
