Influential ministers seized budget: Parliamentarians

KATHMANDU, Aug. 16: Lawmakers at the Legislature-Parliament meeting on Sunday expressed concern that the influential ministers seized hefty budget to serve their areas.

Participating in the deliberation on the budget allocations under the ministries of urban development, irrigation, energy, information and communications, education and forest and soil conservation, the lawmakers complained that the appropriation of budget was quite imbalanced. They said the country's education system was faulty and the educational institutions were turning into the factories to produce unskilled human resources.Shrimaya Thakali of the CPN-UML wondered that the budget was allocated to such irrigation projects in Mustang that were not heard of in the district. She demanded to have the presence of concerned ministers during the deliberation on budget appropriation in the Parliament.

Lawmaker from the same party, Ram Bir Manandhar, said the budget has failed to encompass people's aspiration, and it has not paid attention to the plights of earthquake victims.

UCPN-Maoist lawmaker Prabhu Saha said the absence of related ministers during the deliberation on the budget allocation under their ministries was a worrying fact. At such, the deliberation would not yield any result, he added.

Other lawmakers as Rewati Raman Bhandari, Harkabol Rai and Ramhari Subedi of the CPN-UML said the budget has ignored development.

However, the lawmakers from the Nepali Congress as Sanjay Gautam and Rabin Koirala said the budget has encompassed maximum sectors. So, it was not good to put hasty blames merely for the protest.
