As the House session is going to elect a new president, vice president, prime minister, speaker and deputy speaker immediately, it will be keenly watched from all walks of life.Commencing house meeting after reading out the letter from president, Speaker Subas Nembang has planned to form a task force to revise the parliament regulation in line with the new constitution.
In accordance with the Article 298 of the constitution, a new government should be formed within seven days of the first sitting of the House based on political understanding. If the parties failed to elect a new prime minister based on consensus within seven days, the parliament would elect the head of the government through voting among the 601-member House.
Although the new constitution has a provision for electing a new prime minister in the Article 298, the parliament regulation has to follow Article 38 of the interim constitution for the task.
Similarly, parliament regulation does not envision elections of president, vice president, speaker and deputy speaker as they were elected from the Constituent Assembly (CA) in the past.
"We will make temporary revisions in the regulations as we have to conclude elections for the major posts immediately," said Nembang.
Then, the House shall elect speaker and deputy speaker within 20 days after the first sitting of the session based on political understanding.
Likewise, the Article 297 of the new constitution requires that president and vice-president be elected within a month of the first sitting of the House session based on understanding among political parties. If the parties fail, the head of the state and the vice-president shall also be elected through majority votes of the parliament.
