Govt will dissolve if foreigners wish so: Dahal

KATHMANDU, April 4: Maoist Chairman Pushpa Kamal Dahal has stated that the current government would be dissolved within hours the day foreign power centers wish so.



“Should the foreign forces ask Prime Minister Madhav Kumar Nepal to quit, a situation would emerge for his immediate resignation,” said Dahal talking to reporters at his residence on Sunday morning. “The tendencies of the NC and CPN-UML indicate so,” he added. [break]



He argued that a Maoist-led national unity government has not been formed yet as foreign power centers don´t want to see him as the next prime minister.



Dahal stated that his party would table a no-confidence motion in the legislature-parliament if there is no possibility of the formation of a national unity government.



“There is a signature campaign going on in the UML against the government. So far as I understand, the campaigners have a majority. If the proposal with a majority is tabled at the parliamentary party meeting, it would be politically and morally wrong to continue the government,” he said, “But it is not necessary that we go for a legal move to topple the government. But if the government is not dissolved despite a majority against it, we will table a no-confidence motion,” he said.



The Maoist chief said the next two or three meetings of the High Level Political Mechanism (HLPM) to be held within the next 10 days will determine if the new constitution would be drafted on time.



He argued that the new constitution would be promulgated on May 28, 2010 if the political parties forged consensus on the system of governance, state restructuring and integration and rehabilitation of the Maoist combatants.



According to Dahal, there are three types of tendencies prevalent in current Nepali politics. The leaders under the first category want the new constitution to be promulgated on May 28, those who argue the constitution-drafting is not possible by that date fall under the second category and those who say the constitution must be drafted on May 28 but put efforts to prevent it to create a state of anarchy.



“Maoists are for promulgating the constitution on May 28,” he added.



He also said the parties can reach an agreement on the state restructuring by decreasing the number of provinces passed by the CA committee on State Restructuring. The CA committee has passed a 14-province federation.



Three modalities for integration of combatants



He also revealed that the parties are discussing three models of the integration and rehabilitation of the Maoist combatants.



According to him, the modalities are: first giving the combatants the choice of joining politics, second recruiting them in a newly created force, and third, creating a new force with the combatants and the same number of personnel from the Nepal Police and Nepal Army.
