Organizing a press conference at Home Ministry, Minister Gachchhadar said the plan was introduced after holding a series of consultation meetings at regional and the central level with various stakeholders to learn about the problems seen in maintaining effective law and order. [break]
The plan has earmarked Rs 10.56 billion for infrastructure development, Rs 2.59 billion for vehicles, Rs 4.89 billion for additional human resources in police force, and Rs 3.99 billion for machinery and equipment.

Gachchhadar said they are in the process to ask Rs 5.12 billion with the Ministry of Finance to implement the plan for the ongoing fiscal year. “Both the prime minister and finance ministers have said that the proposed budget for strengthening Home Administration is not big amount for a country. They have supported the idea of our plan saying that improvement in law and order will bring multiple positive effects in the country,” he said.

As a part of strengthening the civil service at the home administration, the plan has proposed to adopt incentive measures, additional allowances for refreshment or and foods for those working in control rooms and emergency centers, provide food ration allowances to all civil servants working under the Home Ministry, one-month worth additional salary for those working in immigration and prison offices and a personal assistant and cook for all regional administrators and chief district officers.
Likewise, the plan aims to bring uniformity in the ration scheme among all security agencies, provide conflict-era injured and disabled security personnel the opportunity of golden handshake, increase the number of police personnel in UN peacekeeping missings, and make arrangement of three years leave for police personnel wishing to go abroad for higher studies.
Among other things, the plan proposes to provide home loan for police personnel, provide 25 percent of the fines collected from traffic rules violators to traffic police and provide intelligence allowance for the National Intelligence Department personnel.
Asked why he thought necessary to unveil a new security plan since there was already one introduced during the term of former home minister Bhim Rawal, Gachchhadar said the plan introduced by Minister Rawal was basically aimed at improving law and order situation in restive eastern hills and tarai districts.
Minister Gachchhadar also informed that the number of armed group operating in tarai region has come down to 16 from a total over 109 over the past few years. “Though the law and order situation has improved significantly, lack of adequate human resources, physical infrastructure and other necessary logistics have made it difficult for the home administration to work efficiently,” he said.
According to the Home Ministry, there is demand for an additional 42,000 police personnel in various parts of the country. The plan aims meet the demand in phase-wise manner.
Gachhadar to raise police ration issue at cabinet
Gachchhadar said he will take up the issue of ration for police personnel in Kathmandu Valley in upcoming cabinet meeting.
Gachchhadar´s remarks came amid criticisms from various quarters that police personnel serving in Kathmandu Valley are set to receive a meager Rs 60 a day for ration due to unscrupulous ration bidding practice in police organization. Newspaper on Thursday had run headlines expressing concerns over the ration amount of police persons while comparing the ration amount of Rs 224 being provided to sniffer dogs.
