“As Nepali Congress started search for a new prime minister by taking advantage of the prolonged transition, we were forced to issue ordinances as a tool to save the government,” Thapa said addressing a press meet organized by Maoist journalists here. “We wanted to shorten the transition by introducing ordinances as per people’s wishes.”
Thapa claimed the government wanted to address people’s aspirations through ordinances and bring lasting peace to the country by ending the transition at the earliest. Thapa also alleged that Nepali Congress is bent on toppling the government under the pretext of poor performance. He claimed that “some regressive forces” are still trying to create political instability by toppling the government.

Defense Minister Thapa claimed on the occasion that opposing integration of two armies is a ploy to make the country a failed state and invite conflicts. He said army integration agreement was made in the presence of international mission (UNMIN) and protest against integration is a ploy to render the country a failed state.
“In principle, the People’s Liberation Army stationed in the cantonments and the national army have already become one,” said Thapa. “So we will soon integrate these two and end the parallel armies.”
He said the government was in favor of restructuring all the security agencies. “In one or two years the government will introduce a national security policy and restructure the security agencies on the basis of the new policy,” he added.
Speaking about his dispute with the Nepal Army, Thapa said all state agencies in a democracy should respect the order of the people. “There should not have been such dispute over a sensitive issue like army,” he said. “But it is a dispute inherited from last government and what we are just trying to settle it.”
