The Maoist chairman put forward such views during a training session for party cadres at Bhrikuti Mandap in the capital, Monday.[break]
“Our immediate policy is to launch a revolt to achieve the constitution of a people´s federal democratic republic in Nepal,” a party leader quoted Dahal as saying at the training which saw the participation of over 5,000 cadres of the Maoist Newa and Tamsaling states.
The Maoist chairman also stated that the party would revive the kangaroo courts and party´s parallel governments at local levels. “We will form ´front committees´ to organize, mobilize and serve their interests. These committees will fill the gap created after the dissolution of people´s courts and governments,” a party cadre quoted Dahal as saying.
Strategy for a revolt
The Maoist chairman said that the party should build ground for “four types of preparations” including ideological, political, organizational and confrontational. It may be recalled that the party had made these four types of preparations before launching the “People´s War” in 1996. Now these four types of preparations are being made to launch a “people´s revolt”.
Dahal has stated that these four types of preparations would be done on four bases: 1) Building favorable international conditions; 2) splitting bureaucracy, army and police; 3) making appropriate physical conditions; 4) and mobilizing the masses.
Strengthening Young Communist League (YCL)
Dahal stated that the party would begin recruiting youths to increase the numerical strength of the YCL. He told the cadres that the party would increase the YCL´s numerical strength up to 500,000, of which 100,000 to 150,000 would be kept on standby for mobilization at the desired places.
On government formation and constitution
The Maoist chief reiterated that the country has failed to see a new government due to intervention of Indian expansionism. “Why should those expansionists dictate us who we should make the prime minister?” Dahal said making an attack on Vice-chairman Baburam Bhattarai whom he has accused of being a pro-Indian. “The Maoist party did not allow the leader picked by the expansionists as the next prime minister. And it is the greatest political achievement in the recent times; we have won this battle,” a leader quoted Dahal as saying.
He added that reactionaries -- parliamentary parties and feudal class -- want to turn the Constituent Assembly (CA) dysfunctional. “They don´t want any compromise and agreement with us. So, we should move ahead making preparation for a revolt,” a participant quoted Dahal as telling the cadres.
On mainstream media
Dahal also launched a lacerating criticism against the mainstream media for spreading “falsehood” and hatching conspiracy in collusion with the reactionary forces. “They are hatching dangerous conspiracy. They are staging a drama and doing their best to get the party imploded,” a leader quoted Dahal.
Earlier in his inaugural speech, party leader Agni Sapkota also indirectly labeled Bhattarai as “pro-Indian. “Expansionists have penetrated the party. If needed we will trample on the head of those who betray, deviate and surrender the national self-esteem,” a leader quoted Sapkota as saying.
