KATHMANDU, Jan 12: As Nepali Congress (NC) President Sher Bahadur Deuba awaits the possibility of becoming prime minister for a sixth time, a proposal has been tabled at the party’s special general convention to bar any individual from serving as prime minister more than twice.
Addressing the closed session of the special convention on Monday, NC General Secretary Bishwo Prakash Sharma said the party would take the initiative to enshrine a two-term limit for the prime minister in the Constitution.

He said the repeated appointment of the same individual as prime minister has increased public dissatisfaction, weakened leadership credibility, and failed to deliver meaningful outcomes.
“We have seen a recurring pattern over the past decade and a half—elections are held, new governments are formed, but the prime minister remains the same,” Sharma said. “This has fuelled public frustration, made leadership unpopular, and has not produced substantive results.”
The proposal presented by Sharma states: “Correcting past mistakes, this special general convention declares that no individual from the NC shall become prime minister more than twice in the future. The NC will take the lead in ensuring that this two-term limit is formally incorporated into the Constitution of Nepal.”
