CA members from major political parties said that works that must have been completed earlier are still incomplete so other works entirely dependent on those have been affected.
"So, the deliberations in the CA have become meaningless," said Mahat.
CA members started deliberations on the preliminary draft report and concept paper prepared by the committee on determining the legislative bodies on Friday.
The committee is fifth of the 11 thematic CA committees that completed the draft. Deliberations on the drafts prepared by other four committees concluded earlier. Other six committees have yet to submit their drafts to the CA.
Mahat said many issues of the draft prepared by the committee on determining the legislative bodies are entirely related to the governance system and state restructuring. But the committee on determining the governance system and another committee on state restructuring have not prepared their respective drafts.
He described mixed electoral system appropriate for the country given the socio-cultural diversity of Nepali society.
Mahat urged the political parties to categorically define what does it mean by autonomy and the right to self-determination. "Otherwise, these issues may be interpreted as right to secede, which can be unfortunate for the country," he added.
Sapana Pradhan Malla of CPN-UML also supported the idea of mixed electoral system and bicameral model of the parliament.
Narayan Prasad Sharma of Unified CPN (Maoist) alleged that other political parties are against the Maoist party´s efforts to establish the House of People´s Representative as the most powerful body.
