CIAA scrapped the ministry´s decision saying that the decision to appoint labor attaches was not taken as per the legal provision concerned.
The law states that labor attaches should be appointed in countries with more than 5,000 Nepali laborers.
"MoLT failed to comply with the legal provisions incorporated in the Foreign Employment Act and Regulations while taking decision to appoint attaches," reads a press release issued by the CIAA, adding, "MoLT´s decision has been scrapped with effect from today (Tuesday) as the decision flouts law."
CIAA said the ministry failed to appoint labor attaches in Bahrain and Lebanon where the number of laborers is more than 5,000. The ministry has to appoint women labor attaches in Israel but that was not done, the press release further states.
CIAA has also cautioned MoLT to consult and coordinate with the Ministry of Foreign Affairs (MoFA) before appointing labor attaches in the days to come.
CIAA has also instructed MoLT to appoint only those with sound English and having knowledge of local language on the country concerned as labor attaches "MoLT is hereby instructed to appoint the labor attaché with sound knowledge of English language
The government had appointed under secretary level officers for Japan and South Korea, and nominated section officers for the remaining four countries. The government has already appointed labor attaches in Saudi Arabia, Malaysia, Qatar and the United Arab Emirates.
