As per the secretariat of Minister for Home Affairs Om Prakash Aryal, district administration offices will recommend the classification of the injured, which will then be certified by the Ministry of Health and Population (MoHP).
Under the procedure, a technical committee led by a joint secretary from the MoHP has been formed to assess injuries. The Committee is mandated to categorize the injured into four groups—minor, moderate, severe, and critically severe—based on the extent of disability.
The MoHA stated that those classified as severely injured will receive a monthly allowance of Rs 9,000, while the critically severe injured will be provided a monthly livelihood allowance of Rs 18,000. Similarly, individuals with moderate injuries will be entitled to a monthly allowance of Rs 4,000.
The Classification Facilitation Committee said the process has been expedited following directives issued by the MoHA, in line with public sentiment and on the initiative of HoHA Aryal, to ensure timely classification and support for Gen Z protest victims.
