CA panel fails to make headway

KATHMANDU, Dec 29: A sub-committee formed to resolve differences within the Constituent Assembly (CA) Committee on System of Governance on Tuesday decided to finalize the draft of the committee only after seeking clarification from Nepali Congress CA member Dr Prakash Sharan Mahat for his misconduct during the last meeting of the Committee.



Dr Mahat had snatched a paper being read by committee chairman Shambhu Hajara Dusad as he was about to declare the Maoists´ proposal as the official one. A heated dispute among the lawmakers of the Maoists and NC had ensued following the incident.



The CA committee on December 1 had held voting to pick systems of governance and elections from among proposals made by the Maoists, NC, UML and the TMDP. None of the parties got comfortable majority.



While the Maoists are in favor of direct election of executive president, cabinet formation based on consensus, multi-member constituencies, and unicameral legislature, the NC and UML are for indirect election of executive prime minister and ceremonial president, bicameral legislature and mixed-member proportional electoral system.
