CA left without business again

KATHMANDU, April 2: The Constituent Assembly (CA) on Friday submitted the report prepared by CA Committee on Protection of the Rights of Minorities and Marginalized Communities to the Constitutional Committee (CC). This is the third report submitted by CA to CC for finalizing the draft of the new constitution.



The CA had given the reports of all 11 Thematic Committees to Draft Study Committee to avoid repetition and overlapping of issues and resolve all the differences that surfaced the meeting of thematic committees.



The Draft Study Committee, however, has failed to submit other reports to the CA so far.



The CA meeting held on Friday had endorsed the report on protection of the rights of minorities and marginalized communities after incorporating suggestions from CA members. The report has suggested recognizing a community with population less than the number stipulated in the existing laws as minorities and provide them special rights.



However, two CA members -- Sarita Giri and Bishwendra Paswan -- boycotted the meeting claiming that their demands were not incorporated in the supplementary report.



Though the CC has now got business after the CA sent its third report, the CA is without business.



The CA has also failed to deliberate on all the reports of 11 thematic committees even after it held 100th meeting on Friday.



CC meeting scheduled for Sunday will begin working on the report sent by the CA.
