CA changes calendar 7th time

KATHMANDU, Nov 18: The Constituent Assembly (CA) has amended its calendar of events for the seventh time after the CA thematic committees failed to prepare their reports on time. A CA meeting took a decision to this effect on Wednesday.



However, the deadline for the promulgation of the constitution -- 28 May 2010 -- has not been amended. As per the last calendar, all the CA committees should have presented their preliminary drafts and concept papers to the CA and completed discussions on all the thematic committee reports by the end of Kartik (Nov 15).



Of the 10 thematic committees, four including State Restructuring, System of Governance, Natural Resource and Means committees and Constitutional Committee are yet to submit their reports.



Meanwhile, the CA has begun discussions on the preliminary drafts and concept papers submitted by the Committee on Fundamental Rights and Directive Principles. The Nepali Congress and the CPN-UML have registered a note of dissent on the committee proposal that the government seize lands owned beyond ceiling without paying compensation.



Committee on system of governance consults with top leaders



The CA Committee on the system of governance has consulted the top party leaders on the system of governance to be adopted in the future constitution.



Maoist Vice Chair Dr Baburam Bhattarai, NC parliamentary party leader Ram Chandra Poudel and UML leader Bharat Mohan Adhikari participated in a meeting of the committee on Wednesday.



During the meeting, the leaders justified the system of governance floated by their parties. The UCPN (Maoist) has proposed direct election of the executive president, UML direct election of the executive prime minister and indirect election of ceremonial president, whereas NC is in favor of indirect election of executive prime minister and ceremonial president.



Similarly, the parties have also differed on electoral systems. UCPN (Maoist) has decided to go for multi-member constituency, NC for mix proportional and UML for mixed member proportional (MMP).
