Bill on Eighth Amendment of Education Act-2028 BS to be tabled soon

KATHMANDU, Sept 4: Minister for Education Chitra Lekha Yadav has said that the Bill on Eighth Amendment to the Education Act-2028 BS would be soon tabled in the parliament though the bill did not receive timely support from the Ministry of Finance.

Minister Yadav added that the bill was directly tabled in the Council of Ministers as it did not get the approval from the Ministry of Finance and as frequent inquiry about it was ignored then. Now it has been returned from the Ministry of Finance, therefore, it is in the preparation of tabling in the parliament.


Speaking in the meeting of Women, Children, Senior Citizens and Social Welfare Committee under the Legislature-Parliament today, Minister Yadav said that the Ministry was consulting the Ministry of Finance for bringing the new bill on new university and an umbrella act to address the higher education.

Teachers are protesting seeking to amend the acts. With the implementation of the new acts, temporary teachers will get salary and given a golden handshake. School sector will get structural change after the implementation of the new acts as well.

She further informed that a separate plan and budget would be allocated to run the reconstruction projects in the education sectors.

Minister Yadav informed that a task force would be formed in higher secondary level to provide technical education.

Likewise, Ranju Kumari Jha, president of the committee, said that the committee would coordinate with the Finance Ministry if the Education Ministry urges for the same.

Another participant CPN-UML leader Rajendra Pandey said that the bill of the Rajshree Janak University has been brought, but it failed to bring the bills of the Manamohan Cooperative University, Community University and Khwopa University.

Similarly, Agni Prasad Sapkota of UCPN (Maoist) suggested bringing a bill to amend the Education Act that should address existing difficulties in the education sector.

Joint Secretary at the ministry Dr Lavdev Awasthi said that the bill of the Education Act has been prepared in coordination with the teachers unions and that the bill would be submitted to the parliament soon. He said that preparations are underway to give technical education until grades 11 and 12.

Meanwhile, the lawmakers and concerned authorities have urged the government to sort out the issue, concerning the strike of Dr Govinda KC, who is on a fast-unto-death for past 11 days, demanding implementation of various agreements reached with the government earlier, through talks.

They said that they are concerned over the issue and that the government should seek solution to the issue through talks. RSS
