KATHMANDU, Dec 26 : Negotiation teams representing Rastriya Swatantra Party (RSP) Chair Rabi Lamichhane and Kathmandu Metropolitan City Mayor Balen Shah have begun internal consultations as part of efforts to reach a broader understanding and consensus before the March 5 House of Representatives (HoR) election.
Meanwhile, the likelihood of a meeting between Balen and Rabi appears slim, as both sides are currently focused on internal groundwork to finalize the framework for agreement.

“A three-way meeting had been planned for Thursday evening, but it was deferred due to the lack of a clear consensus outline and incomplete internal preparations,” a source said.
On Thursday, Mayor Shah held extensive discussions at the residence of his Chief Adviser Kumar Byanjankar from early morning. The meeting was attended by Energy Minister Kulman Ghising, Rabi Lamichhane, Dr Sunil Sharma, a lawmaker of Nepali Congress (NC), former Prime Minister Dr Baburam Bhattarai and activists Khagendra Sunar, Amresh Kumar Singh, Sagar Dhakal and Gen Z representatives Raksya Bam, Sudan Gurung, Purushottam Yadav and others.
RSP leaders said that the talks between Rabi and Balen have yielded positive outcomes, expressing confidence that further dialogue with Mayor Shah would follow.
Sources close to Mayor Shah also claimed that the RSP has proposed positioning Balen Shah second only to Lamichhane in party hierarchy and projecting him as a future prime ministerial candidate.
