KATHMANDU, Sept 11: Maoist Chairman Pushpa Kamal Dahal said on Friday that the Nepal Army will ditch its "monarchist culture" and uphold democracy after the recent change in the NA leadership. Chhatra Man Singh Gurung is the new chief of the Nepal Army.

"The Army has bid farewell to Katawal and a janajati (from ethnic group) has become the army chief. We believe that the Nepal Army and the police forces as well will abandon their old monarchist mindset," said Dahal while addressing a mass meeting at Tundikhel in Kathmandu. "I don´t believe the army will dance to the tune of the foreigners and the kings." [break]

While pointing out the need for democratization in the army, he said that if the gun in the hand of the army leadership doesn´t obey the order of popularly elected government, each and every citizen will wield gun to counter the army´s gun.

He came down heavily on some political party leaders who reportedly said that democracy could not be saved unless the Maoists are jailed. "If they want to jail the popularly elected leaders, should we let them walk on the streets? But I am not saying this to instigate the masses."

Criticizing the political parties for undermining the Maoists, he said that the political parties do not improve unless there is someone like "former king Gynendra to kick them." The Nepali Congress and the CPN-UML came to join hands with us after Gynendra kicked them. "There must be someone like Gynendra to kick them though I am not saying that he should be restored."

The Maoist chairman said that the Maoists are not going back to the jungles to fight against the regime again. "Now it is the turn of other political parties to go to jungle. But I say they will not have the backing of the people."

He said that the Maoists want to write a new constitution and create a new Nepal through Constituent Assembly (CA). "The CA is our brainchild and we love it. It was not the agenda of other political parties and they don´t bother about it."

He said the political parties are making a blunder once again by challenging the Maoists. "It happened in 1996 when we presented a 40-point charter of demand. At that time we had just two guns and a pistol. Now we have presented 45-point demand and we now have thousands of guns and support of the masses."

Dahal said that he made a blunder by picking Madhav Kumar Nepal as CA member. "I did not expect that he would be a puppet in the hand of the reactionaries and foreigners."

He criticized the political parties for toppling the Maoist-led government and disrupting his attempt for change. "The former rebel said the reactionaries have remained reactionaries and looters have remained looters," he said, "They even disrupted my attempt to integrate the armies (NA and the Maoist army)."

Dahal reiterated that the Maoists have not launched a mass movement as yet, but just consulting with the people to create a hurricane of a mass movement, and called on the people to be prepared for that.
