Police found his body on the bank of Bigahi River on Monday and his identity was ascertained on Tuesday.
Police couldn´t identify Pandey´s body immediately as he was shot three times and his face was charred beyond recognition. Police said the assailants and the reason behind the attack are yet to be confirmed.
Pandey of Suga VDC-6 had a month ago issued a dictum to VDC secretaries, who were staying in the district headquarters, to go to the villages they are deputed to. "Return to the respective VDCs within 15 days or else we will be compelled to take physical action against the secretaries staying in the district headquarters," the statement issued by Pandey read.
Meanwhile, Indian police arrested Nagendra Yadav also known as ´Bishal´, Rautahat district coordinator of Samyukta Janatantrik Tarai Mukti Morcha from Bairagniya in India.
Several cases have been filed against Yadav of Pipriya-9, Rautahat, in different police offices in Tarai districts.
