Amendment in Civil Service Regulation to address transfer rows

KATHMANDU, March 16: The government has decided to amend the Civil Service Regulation that would allows ministries to make internal transfers of civil servants till mid-April.



The decision came during a cabinet meeting at Singha Durbar Friday amidst controversial transfers in various ministries. [break]



Existing Civil Service Regulation allows Ministry of General Administration, which acts as central personnel agency, to make transfer from mid-January to mid-February and concerned ministries to make transfers from mid-February to mid-March.



According to Minister for Physical Planning and Works Hridayesh Tripathi, the government decision to provide additional one month time for transfers through amendment in the Civil Service Regulation will allow ministries to make internal transfers of employees till mid-April.



Even as the MoGA made transfers, various ministries have been unable to make transfers due to internal problem and pressure from various trade unions.



Likewise, the cabinet meeting agreed in principle to make a provision of the transfers of civil servants at the beginning of new fiscal year from next year.
