The HLPM meeting held at CPN-UML parliamentary party office in Singha Durbar ended inconclusively after the UCPN (Maoist) insisted that State Restructuring Commission should be formed only after settling the five issues that form the main agenda of the HLPM. [break]
Leaders of all three parties -- Nepali Congress, CPN-UML and the UCPN (Maoist) -- had announced that they would form such a commission comprising experts. The body will assist in delineating federal states and in finalizing the number of the states, among other things.
The leaders had agreed on Wednesday to give names of the experts on behalf of their respective parties.
The Wednesday´s meeting had also finalized the terms of reference of the body.
Talking to mediapersons, Maoist Vice Chair Narayankaji Shrestha said they wanted the HLPM to settle the issues relating to the peace process and constitution-drafting before forming the State Restructuring Commission. He said that they could not form the commission as NC and UML had disagreements.
The Maoists maintained that the issues of forming national government and addressing the ´unconstitutional´ move of the president, among other issues, need to be addressed before setting up the body.
NC Vice President Ram Chandra Poudel alleged that the Maoists were responsible for the delay in setting up the body. He said they could not give shape to the body as the Maoists registered differences.
Poudel said the Maoists insisted that all issues of the HLPM agenda should be settled before constituting the commission. "The next HLPM meeting scheduled to be held on Sunday will give shape to the commission," he said.
