Advocate Uddhav Prasad Chaulagain on Tuesday had filed a petition at the apex court stating that the president had no right to hold any ordinance forwarded by the government. President Yadav, his office, the prime minister´s office and the ministry of law and justice have been made defendants in the petition. The petitioner has claimed in the petition that the president has been dillydallying to approve the ordinances on technical ground.
The cabinet meeting on August 27 had decided to forward the ordinance on the formation of disappearance, truth and reconciliation commissions, Education Service (Eight amendments) Ordinance, 2012, Civil Service (third amendment) Ordinance, 2012, and Nepal Health Service (fourth amendment) Ordinance, 2012.
Earlier, the president had rejected two election-related ordinances stating that they were irrelevant as election cannot be held without consensus among all the political parties.
