KATHMANDU, Dec 28: Rabi Lamichhane, chairperson of the Rastriya Swatantra Party (RSP), and Kathmandu Metropolitan City Mayor Balendra (Balen) Shah have reached a seven-point agreement following nearly a week-long round of negotiations.
The agreement was signed at around 4 AM on Sunday, bringing the talks between the two sides to a close. The agreement paves the way for RSP and Balen-led force to forge electoral alliance during the upcoming House of Representatives (HoR) electons scheduled for March 5, 2026.
Under the agreement, Balen will serve as the parliamentary party leader and the prime ministerial candidate after the House of Representatives (HoR) election scheduled for March 5, while Rabi will continue as the party chairperson.

The signing ceremony was attended by RSP leaders Dr Swarnim Wagle, DP Aryal, Shishir Khanal and Asim Shah. Kumar Byanjankar, Nishchal Basnet and Bhoop Dev Shah, among others, were present from Balen Shah’s side.
With Balen agreeing to associate with the RSP, the party’s name, flag and election symbol will remain unchanged.
Following the agreement, Rabi said consensus should reflect what the country needs rather than what individual leaders desire. He shared the remarks in a Facebook post on Sunday morning after signing the agreement with Mayor Shah.
Meanwhile, Balen also took to Facebook, posting simply, “Good morning.”
