Present govt duly elected: Prez

POKHARA, Sept 15: At a time when the Unified CPN (Maoist) has shown strong reservations about both the president and the government over the issue of civilian supremacy, President Dr Ram Baran Yadav has claimed the present government is "a strong government". [break]



Without directly taking the party´s name, he said that no agitation will affect the government. Defending the government, he said, "The present government is elected by the people. I am also a representative of the people."







Moreover, Yadav, who came to inaugurate an international conference on community forestry in Pokhara on Tuesday, also said that the growing differences among the major political parties have brought about a challenge for completing the constitution-writing process. "Animosity among the parties is a hindrance to constitution-writing," Yadav said



Stating that the 10-year long war has hard hit the country´s political, financial, social and security sectors, Dr Yadav said, "The civil war put us through difficult times and we have been left behind in various sectors," he said. He added that it is due to the war that the people had to fight again.



Yadav said, "It is important for us to unite to find solutions to war and to take the peace process to a logical conclusion."







He also added that there should be no place for war in a country that believes in the values of multi-party democracy and protection of human rights. "The people are trying to make their own future through establishing democratic polity in the country," he said.



He was of the view that in a democratic country there must be a "balance" among the executive, legislature and judiciary. He added that although the country has chosen a republican form of governance, the issue of state restructuring still "remains a challenge".



The Constituent Assembly´s thematic committee last week had voted in favor of a Maoist proposal to allow the parliament to appoint and remove judges and make parliament the final interpreter of the constitution. The passage of the proposal has stirred strong passions as it challenges the principle of separation of power.



Security tightened in Pokhara



The president inaugurated the function amidst tight security arrangement. Following the past incidents and possible attack by the Maoist cadres, the government had tightened security in Pokhara.







Huge numbers of security personnel from the Nepal Police and the Armed Police Force were mobilized from the airport to Hotel Grand, Pohkara, where the ceremony was scheduled to take place. Around 1,000 security personnel were deployed to provide safety to the president, said a police source.



President Yadav had landed at Pokhara airport at 9:30 am and was accompanied by a motorcade to the hotel. Maoist cadres were preparing to show black flags to the president.
