Lok Darshan Regmi, spokesperson at the Ministry of Finance, told journalists that the government is compelled to bring a supplement budget as there will be a net deficit of Rs 8 to 9 billion in total expenditure by the end of the current fiscal year. [break]
In a weekly ´meet the press program´ at the Ministry of Information and Communications on Monday, Regmi said the rise in salary higher than the initial estimation, additional financial burden created by Special Security Program and higher resources needed to print Machine Readable Passports (MRP) are some of the factors responsible for the overrun of budget. The cost of printing MRP has exceeded by Rs 220 million than the initial target of Rs 80 million, as the government is planning to print more units of passports.
An official at MoF said the ministry was compelled to earmark an additional Rs 4 billion to pay increased salary and allowances of civil servants in response to their five-day long protests in July 2009.
Similarly, Special Security Program that the government unveiled to counter worsening security situation, particularly in Tarai region, also added government´s financial liability by around Rs 1.5 billion during the current fiscal year.
Regmi also said the MOF has no big problem in managing resources needed for additional expenditure as total revenue collection is estimated to exceed initial target by Rs 13.10 billion to around Rs 190 billion.
