The conditions include a written commitment from major parties to the formation of a national consensus government, drafting of a democratic and federal constitution, conclusion of the peace process, and guarantee of an autonomous Madhes state. [break]
According to a top Madhesi leader involved in drafting the conditions, the alliance is going to tell the major parties that they will vote for CA term extension only if their conditions are met before the May 28 deadline.
"We will not vote for extension of term for the Constituent Assembly if our conditions are not addressed," said a senior Madhesi leader on condition on anonymity.
Another Madhesi leader involved in drafting the conditions said that the alliance wants to see advancement of the integration and rehabilitation of Maoist combatants as per the Interim Constitution and the Comprehensive Peace Agreement.
The alliance comprises Madhesi People´s Rights Forum (Democratic), Tarai Madhes Democratic Party (TMDP) and Sadbhawana Party.
There is also another condition: the former rebels must detach themselves from their arms, which are currently locked in containers and monitored by a joint team of the Nepal Army, Nepal Police, Armed Police Force and the Maoist army, before the May 28 deadline.
Similarly, the Madhesi leader added that the alliance wants to see completion of the categorization of Maoist combatants by Saturday, when the extended one-year term of the Constituent Assembly expires. "The combatants should come under complete command and control of the Special Committee," said the leader about alliance conditions for extension of the CA term.
A meeting of the central committee of the TMDP, a partner in the alliance, endorsed the conditions on Wednesday and is presenting them before a meeting of the UDMF on Thursday morning before making them public at a press conference.
Other conditions include management of armed outfits operating in the Tarai, besides ensuring group entry of Madhesi people in the Nepal Army and democratization of the army, as agreed in 2008.
