Lawyers in Kathmandu submitted the memorandum to the CA chair while the NBA branches in the districts submitted the memorandum to the CA through the respective District Administration Offices.
In the memorandum, the lawyers have demanded that the new constitution be promulgated on time at any cost. "We urge all the political parties to concentrate on constitution writing process by keeping all other tasks aside," reads the memorandum signed by NBA Chairman Prem Bahadur Khadka and General Secretary Bijaya Prasad Mishra.
The association has also said the activities of political parties have seriously undermined the aspirations of the people. "History, people and martyrs will not excuse the CA members and all political players if the constitution is not promulgated on time," the memorandum reads.

The association also urged the political parties to be sincere about the nation and people and concentrate on the task of constitution writing rather than blaming each others. It said it will continue its pressure campaign for timely constitution until the same is promulgated.
The association has also demanded the CA to ensure basic principles of democracy -- rule of law, periodic election, human rights, independent judiciary, press freedom and power separation -- and federal structure in the new constitution.
In Kathmandu, the lawyers also staged a rally from NBA central office to the CA venue before handing over the memorandum.
