However, the court has made significant progress in case settlement in the last two years.The court made sharp progress in the next two fiscal years--settling 68.39 percent of cases in 2013/14 and 71.02 percent cases in 2014/15.
Two years ago, judges Tek Narayan Kunwar, Arjun Prasad Koirala, Kaji Bahadur Rai, Mohanraj Bhattarai and Narayan Prasad Subedi took the charge at the district court and the team put up continuous efforts, under the leadership of Kunwar, to make the court a role model.
By the end of the fiscal year 2012/13, there were only 442 cases more than two years old, but, by the end of the fiscal year 2013/14, there was not a single case pending for more than two years.
In the last two fiscal years, the court implemented the provision of continuous hearing for heinous crimes and settled 90 percent of such cases within seven to 90 days of their resgistration at the court.
Implementing a calendar system, setting up juvenile bench and making use of technologies for recording the statements, such as using camera to record testimonies of those who refuse to do so in the presence of perpetrators, were some significant changes made by the court.
Likewise, establishing help desk, digital citizen charter, breast-feeding room, providing the full text of the verdicts within 15 days were other significant work the district court performed in these two years.
Kunwar and other four judges will soon leave the district court as they are transferred to other district courts on routine transfer, but Kunwar hopes that the Lalitpur District Court would continue to be an example. "Our experience at Lalitpur District Court is a proof that similar changes can be made at the courts we are being transferred," he added.
