Organizing a press meet at the ministry on Thursday, home ministry Spokesperson Shankar Koirala said the ministry has already prepared a draft of the Integrated Election Security Plan and Election Security Plan Guidelines 2013. “We have directed all the concerned agencies to prepare the security plan as per the guidelines,” he said. Koirala said a central election cell headed by joint-secretary level officer has been formed at the ministry, while district level election cells have been formed separately in each of the district administration offices. “The central election cell has been collecting all the election related information and analyzing them on a regular basis to create environment conducive to election,” he said.
Addressing the press meet, Koirala said that the home ministry had taken some concrete measures such as bringing Internal Security Policy 2069 BS, formulating the Central Bureau of Investigation Regulation and criterion related to the security of vital installations that now awaits cabinet approval.
He also informed that the home ministry had recently collected a total of 6,745 illegal weapons of various kinds in a special campaign launched to ensure effective law and order situation in the country.
Koirala informed that the ministry had distributed a total of 603,094 citizenship certificates through 535 mobile citizenship distribution teams in view of the upcoming election. Citizenship certificate is mandatory for registration in the voter list.
Koirala also mentioned that the ministry had taken various measures including the implementation of citizen´s charter with a provision of compensation and formulation of various legislations and policies to maintain law and order.
