Govt sending four ordinances to president

KATHMANDU, Aug 27: The government has decided to recommend four various ordinances including one related to transitional justice mechanism to the president for approval.



A cabinet meeting held at Singha Durbar on Monday evening passed Education Service (eight amendments) Ordinance, 2012, Civil Service (third amendment) Ordinance, 2012, Nepal Health Service (fourth amendment) Ordinance, 2012 and ordinance for the formation of disappearance, truth and reconciliation commission. "We believe that the president will endorse the ordinances to-be-forwarded by the government as they (ordinances) are not political in nature and are related to matters of public concern," said Education Minister Dinanath Sharma, emerging from the cabinet meeting.



He maintained that the government has already held discussion with the president regarding the importance of the four ordinances.



"Discussions with all the stakeholders have been held on all the four ordinances and they were also tabled in the erstwhile parliament," Sharma added.



The cabinet meeting decided to send the ordinances to the president at a time when the opposition parties have been accusing the present caretaker government of trying to rule the country through ordinances.



Earlier, President Ram Baran Yadav had rejected two election-related ordinances stating that they were irrelevant as election cannot be held without consensus among all political parties.



Similarly, the cabinet meeting decided to create 1041 additional vacancies in the Nepal Police.



The government also decided to recommend to the president to appoint Acting Chief of the Nepal Army (NA) Gaurav Shumsher Rana as the Chief of the NA to be effective from September 9.



Likewise, the cabinet meeting decided to extend the tenure of the high-level commission which is probing the murder of the apex court Justice Rana Bahadur Bam by one month to be effective from August 23.



Also, the government has promoted Joint Secretary Rajuman Singh as acting law secretary, who will be stationed at the prime minister´s office.



According to Sharma, the cabinet meeting formed a three-member committee-led by the secretary at the Ministry of Information and Communications to recommend to the government for appointing the chief at the Nepal Telecommunications Authority (NTA). The post remains vacant following the resignation of Bheshraj Kandel.
