Bogati, who is also the Secretary of UCPN (Maoist), clarified that his party was not an obstacle to constitution-drafting, adding that environment for the promulgation of new constitution is enabling.
A national consensus government will be formed under the present leadership of the government to promulgate constitution within May 27, he noted.
On the occasion, 14 individuals making physical, moral and intellectual contributions to the school were felicitated.
