A secretariat meeting of the alliance held in the capital on Tuesday drafted the four-point proposal, which will be tabled at an FDRA meeting Wednesday. [break]
According to Prem Bahadur Singh, FDRA spokesperson and a member of the nine-member secretariat, they have proposed that the present caretaker government led by Baburam Bhattarai should be transformed into a national consensus government as the first option.
Secondly, they have proposed forming a national consensus government led by a leader from within the FDRA.
Prime Minister Bhattarai and United Democratic Madhesi Front (UDMF), an alliance of ruling Madhesi parties, have also been stressing the need for forming a national consensus government as per the two aforementioned options.
As per the third option floated by the senior leaders, a new constitution should be promulgated from a revived Constituent Assembly (CA) by accommodating the issues that have already been resolved and then the new govenrment should be formed under the leadership of the opposition party.
"A new government led by opposition party will conduct elections for the CA or parliament that will resolve the remaining issues of new statute," Singh told about their proposal.
According to the fourth option floated by the leaders, a national consensus government can be formed under the leadership of an independent person comprising political parties.
The meeting concluded that the CA must be revived even if political parties want to go for CA polls. "We should not go for polls by removing constitutional hurdles [through the president]," Singh said, adding, "Revival of the CA even for announcing new polls is the safest way."
He informed that Wednesday´s FDRA meeting will discuss the proposal and will come up with its conclusion. "This is the maximum flexibility that we can exercise," Singh added.
UCPN (Maoist) Chairman Pushpa Kamal Dahal, who is also the chairman of FDRA, Vice-chairman of Sadbhawana Party Laxman Lal Karna, General Secretary of Madhesi People´s Rights Forum-Democratic Jitendra Dev, among other leaders were present at Tuesday´s meeting.
