Disputes shuttle between CC and subcommittee

KATHMANDU, May 12: Leaders from major political parties have given continuity to the tendency of sending the list of disputes in constitution writing to and fro between the CA´s Constitutional Committee (CC) and the dispute resolution subcommittee under the CC.



A meeting of the dispute resolution subcommittee on Saturday evening decided to forward a list of disputes to the CC instead of resolving them itself through consensus. [break]



A meeting of the CC on Friday had mandated the subcommittee to resolve the disputes and to convert the subjective questions into an objective format. Prior to that, the subcommittee, after failing to resolve the disputes through consensus, had sent them onwards to the CC.



On Saturday, leaders at a subcommittee meeting decided to prepare a questionnaire comprising the list of 16 contentious points that the subcommittee, headed by UCPN (Maoist) Chairman Pushpa Kamal Dahal, had earlier resolved in consensus and tabled for approval by the CC. But the 61-member CC did not approved the questionnaire because of objections, chiefly from the dissident faction of the UCPN (Maoist) and some other lawmakers.



"We will table the list of 16 questions for approval at the CC once again," subcommittee member Laxman Lal Karna of Sadbhavana Party told reporters after the meeting.



While preparing the list, they will also include new options that leaders at the subcommittee agreed as mid-way solutions. For instance, the mixed-model on system of governance, which was developed during the discussions at the subcommittee, will also be incorporated as a new option in the list of original options proposed by various political parties. So far there was confusion whether or not the new options would be incorporated in the questionnaire to be tabled for voting in the CA.



The leaders also decided to discuss the list of 14 disputes that they have never succeeded in settling even at the subcommittee level. "We will accordingly convert all the 117 contentious points into an objective format compatible for voting," said Karna.



CPN-UML Chairman Jhalanalth Khanal, emerging from the meeting, said they are for giving continuity to the efforts at consensus while at the same time advancing some contentious points for voting in the full CA. "The CA process [voting] as well as the efforts at consensus at a political level will go ahead in parallel," Khanal said.
