Clarifying the meaning of civilian supremacy upheld by his party for quite sometime, Dahal said, “Every citizen must own a gun, but not be under its threat.” Dahal´s argument has come at a time when many analysis and views have emerged around the definition of civilian supremacy for which the Maoist government professedly stepped down.
Dahal also said the Nepali Congress should follow BP Koirala who wanted to democratize the Nepal Army. "The NC should follow the BP´s ideology if it wants to institutionalize democracy," he added.
"We are fighting for revolution, democracy and the people," Dahal further said, adding, "We are currently engaged in a big discussion on whether the people should be supreme or the gun."
Addressing a mass gathering organized by the Maoist Kochila State Committee in Biratnagar, he said, "Those who are now sitting on the same chair (that I quit) with the help from foreign masters are making a big mistake." He added, "Some stooges from home and outside are trying to steal away the hard-earned prestige of the Nepalis."
Referring to the bomb blast at the venue of the mass meeting on Saturday, Dahal said, "The people will retaliate through rocket launchers against those who are threatening the people´s leaders by firecrackers."
