Following the Monday's carnage in Kailali, a meeting of the security committee had decided that Chief District Officers may seek help of NA to maintain peace and security if necessary.Submitting a memorandum to President Ram Baran Yadav on Friday, the party argued that mobilizing the NA invoking Local Administration Act for suppressing people's protest was tantamount to a complete abuse of authority.
They said the decision violated the interim constitution which states that the NA could be mobilized only after approval from the president when the country is in a grave crisis.
The memorandum further read that NA mobilization may lead the country into another civil war.
CPN-Maoist had boycotted the second Constituent Assembly election saying that the new constitution should be drafted through a round table conference of all parties and stakeholders.
