Speaking at the launching of Enhancing Good Governance, Human Rights Protection and Law Enforcement Situation in Security Agencies and Criminal Justice Actors in Nepal Project, DPM Gautam said constitution drafting process will not halt just because of the protests.Referring to the ongoing protest against proposed delineation of provinces, Gautam urged disgruntled political parties and communities not to make it an issue of life or death.
"More than 500 lawmakers are in favor of the ongoing process and are ready to draft constitution. The constitution will be promulgate amidst some disagreements," argued Gautam.
"Constitution is not something written in stone. Interim constitutions are rarely amended in the world but we have amended our Interim Constitution for over a dozen times. So, the constitution is a living document in the life of a country. It could be amended if needed," he added.
However, Gautam claimed that the constitution would definitely not endorse ethnic provinces. "Though we have accepted federalism, we cannot endorse a province for any particular ethnic group. We don't need federalism if it disturbs our social harmony and gives rise to ethnic conflict," said Gautam.
"Nepal was never a state with multiple nationalities and it has always remained a nation state for ages. Despite the fact we are endorsing federalism," he added.
Home Minister Gautam also argued that the federalism should unite people rather than divide them. "Here we are showing opposite responses toward federalism and promoting violence. It should not happen," he added.
On the same occasion, DPM Gautam said that the new constitution will address all the issues related to human rights.
